The Burbo Bank Extension Autumn Newsletter No.1 is now available to provide you with an update of the process with the project proposal.
The newsletter is available on our website, at the Local Information Points and has been sent to all statutory and non-statutory stakeholders and members of the community who came to visit us at our consultation events. The newsletter is the first of a quarterly publication.
In particular I would like to draw your attention to a section of information in the Newsletter headed 'Consultation Update - Changes to our Consultation Process'. This section details how we have amended our consultation process to benefit all stakeholders and the community as a result of feedback from ongoing stakeholder comments. Accompanying the SOCC is The 'Our Consultation Process' document containing further information explaining how we intend to consult. It details that in parallel to community consultations we will be carrying out a series of environmental surveys as part of our environmental impact assessment and that this information will be available in separate publications in the form of draft environmental impact assessment chapters ('Draft EIA Chapters') after the completion of each survey. A 'Consultation and Environment Study Timetable' in the document shows indicative timings of when the environmental surveys and Draft EIA Chapters would be available to stakeholders and the community for review.
In May 2011 we published the Preliminary Environmental Information. The document acted as an 'informal' document as it contained limited environmental information at the time of publication. The document was used to communicate any updates regarding the Project including the announcement of the Project's signed grid connection agreement at the National Grid 400 kV Bodelwyddan substation, and to communicate a schedule of when the environmental surveys would be conducted and when the Draft EIA Chapters would be published for comments.
The Stakeholders and Community Consultation ('Consultation') process for Burbo Bank Extension is (and has been) iterative, and through this consultation with stakeholders and with further consideration we have decided to amend our Consultation strategy to be able to provide you with the best level of Project information. Instead of issuing the Draft EIA Chapters with environmental information from our surveys in a 'piece-meal' way, as originally suggested, we will now submit all updated and more project-specific environmental information with potential environmental issues being read in relation to the context of the whole Project for the consideration of potential cumulative and in-combination effects. We will submit the environmental information in the form of a revised Preliminary Environmental Information (PEI) document containing the appropriate level of environmental information for stakeholders to assess any potential impacts. This PEI will be issued indicatively in April 2012 and will be potentially named as Preliminary Environmental Information - April 2012. We will also produce a Non-Technical PEI version for the community and this will be made available at the second round of Community Consultation events, on the website and at the Local Information Points.
Thus, the second round of Community Consultation events will now take place indicatively in April 2012. In the meantime we will republish the 'Our Consultation Process' document communicating the revised consultation strategy. The document will be available on our website. As stated, we have also communicated the Consultation strategy amendment in the recently published newsletter attached.
